On this job I used a 12.5% bleach, with a 1:4 ratio with water, and then thoroughly rinsed the fence with water to remove the bleach. Can you tell me what this white layer on the surface of the wood is?

At your mix ratio with 12%, you're hitting the wood with 3% chlorine bleach, IMO much too strong, especially on new or raw, unstained wood. It is also prudent to pre-wet the wood with water, before applying a bleach mix.

1.5% is the maximum concentration of bleach that we ever use, and we only use it on previously stained wood due for a maintenance staining.

A detergent/surfactant mixed with your bleach will break down the oxidized fibers so they can be washed away.

Yea, f-18, wash, then brighten. I starting to use more f-18 cause I'm X-jetting more instead of Deckster application. Percarb doesnt go through my deckster that good.
